Harry Halloway, a judicial court commissioner in Wisconsin, filed this action against various employees of the state and county judicial systems and Milwaukee County. He alleged claims based on the Age Discrimination in Employment Act ("ADEA"), 42 U.S.C. sec. 1983, and a Wisconsin conspiracy statute. The district court granted summary judgment on all claims to all of the defendants. For the reasons set forth in this opinion, we affirm the judgment of the district court.
